Abstract

The objective of the present study was to conduct a strategic review of industrial development in Iran with an emphasis on industrial cooperatives. The research method was qualitative, utilizing the grounded theory approach. The research population consisted of professors, experts, specialists, and knowledgeable individuals. The sample size, selected through purposive sampling, was 12 participants. The research instrument was a semi-structured interview. The collected data were analyzed using the Delphi method and coding (open, axial, and selective) through MAXQDA software. The results indicated that seven components play a role in explaining the strategic review of industrial development in Iran with an emphasis on industrial cooperatives. These components include bureaucratic structure; organizational transparency; job analysis and job classification in alignment with strategic objectives; job interconnectivity corresponding to strategies; strategic coherence and integration; financial resources with a future-oriented approach; and, finally, future-oriented educational resources.
