Technical, Economic, and Institutional Infrastructures Required for the Development of Artificial Intelligence in Iran

Abstract

The development of artificial intelligence (AI) in Iran, as a key driver of digital transformation and economic growth, requires a comprehensive and holistic approach. This article examines and analyzes the technical, economic, and institutional infrastructures necessary for AI development in Iran, which are essential for creating a sustainable and competitive AI ecosystem in the country. In the technical dimension, access to high computational power, large and high-quality datasets, and continuous training of specialized human resources are recognized as fundamental cornerstones. Without these components, the transition from academic research to the development of practical and industrial products will not be possible. From an economic perspective, attracting targeted public and private investment, supporting startups and knowledge-based companies through mechanisms such as venture capital, and creating a dynamic market for the commercialization of intelligent solutions play a vital role in transforming ideas into economic value. Finally, the institutional infrastructure, which includes the formulation of a coherent national roadmap, the establishment of clear regulations concerning ownership, privacy, and data ethics, as well as the creation of effective mechanisms for systematic collaboration among academia, industry, and government, provides direction and governance for this ecosystem. The study concludes that Iran’s success in the field of artificial intelligence depends on the coordinated and balanced development of these three infrastructures; neglecting any of them will expose the entire process to serious and fundamental challenges.
