Abstract

The present study aimed to design and validate a strategic renewal model for the Ministry of Sport and Youth of the Islamic Republic of Iran by identifying influential factors, implementation strategies, and organizational outcomes. This applied study employed an exploratory sequential mixed-methods design. In the qualitative phase, grounded theory methodology based on the Strauss and Corbin approach was used. Participants included 12 experts in sport management, university faculty members, managers of the Ministry of Sport and Youth, and sport policy specialists selected through purposive and snowball sampling methods. Data were collected through semi-structured interviews and analyzed using open, axial, and selective coding. In the quantitative phase, the statistical population consisted of managers, experts, and employees associated with the Ministry of Sport and Youth, provincial sport and youth departments, and sport federations. A total of 220 participants were selected through random sampling. Data were collected using a researcher-developed questionnaire derived from qualitative findings. Confirmatory factor analysis and structural equation modeling were applied for data analysis. The structural model results indicated that causal conditions and contextual conditions had significant positive effects on renewal strategies and strategic renewal, whereas intervening factors demonstrated significant negative effects on the renewal process. Renewal strategies showed the strongest direct effect on strategic renewal, and strategic renewal had a significant positive effect on organizational outcomes. The final model explained a substantial proportion of variance in strategic renewal and its consequences, and the model fit indices confirmed the validity and adequacy of the proposed framework. The strategic renewal model of the Ministry of Sport and Youth indicates that sustainable transformation requires a systemic approach involving governance reform, human resource development, digital transformation, performance management improvement, future-oriented planning, and change management. Implementing this model can enhance managerial effectiveness, transparency, accountability, and sustainability within the national sport system.
