شناسایی و معرفی فضای مبتنی بر مدیریت سایه در بخش دولتی ایران

پژوهش حاضر با هدف شناسایی و تبیین ابعاد، مؤلفهها و شاخصهای تشکیلدهنده فضای مبتنی بر مدیریت سایه در بخش دولتی ایران انجام شد. این پژوهش از نظر هدف، اکتشافی و از نظر رویکرد، کیفی بود و با استفاده از تکنیک تحلیل محتوای قراردادی مبتنی بر الگوی گرانهیم و لندمن انجام شد. مشارکتکنندگان شامل 15 نفر از خبرگان رشته مدیریت دولتی با مرتبه علمی استادیاری و بالاتر بودند که دارای سابقه پژوهشی در حوزه مدیریت سایه، مدیریت پنهان و رفتار سیاسی و نیز تجربه مدیریتی یا اجرایی در سطوح عالی بخش دولتی یا عمومی بودند. نمونهگیری به روش گلولهبرفی انجام شد و مصاحبههای نیمهساختاریافته تا رسیدن به اشباع نظری ادامه یافت. دادهها با کدگذاری باز، محوری و انتخابی تحلیل شدند و برای ارزیابی دقت و پایایی فرایند کدگذاری از ضریب کاپای کوهن استفاده شد که مقدار آن 0.81 به دست آمد و نشاندهنده توافق مطلوب کدگذاران بود. تحلیل 15 مصاحبه و 155 عبارت معنایی به استخراج 72 کد باز، 20 کد محوری و 5 کد انتخابی منجر شد. پنج بعد اصلی فضای مبتنی بر مدیریت سایه شامل «ساختارهای موازی و نهادی پنهان»، «شبکههای پنهان قدرت و ارتباطات»، «تصمیمسازی پنهان»، «فضای فرهنگی ـ هنجاری پنهان» و «اقتصاد و بودجهریزی پنهان» بود. این ابعاد نشان دادند که مدیریت سایه از طریق تعدد مراکز قدرت، انتصابات مبتنی بر وفاداری، لابیگری و شبکههای غیررسمی، گردش پنهان اطلاعات، تصمیمگیری خارج از چرخه اداری، غلبه ملاحظات سیاسی بر معیارهای فنی، عادیسازی دور زدن رویههای رسمی، سکوت سازمانی و تخصیص غیرشفاف منابع عمل میکند. فضای مدیریت سایه در بخش دولتی ایران پدیدهای چندلایه و شبکهای است که به موازات ساختار رسمی عمل کرده و میتواند شفافیت، پاسخگویی، عدالت سازمانی و کارایی تصمیمگیری و تخصیص منابع را تضعیف کند. شناسایی ابعاد این فضا میتواند مبنایی برای ترسیم نقشه واقعی قدرت، تقویت سازوکارهای نظارتی و طراحی راهبردهای مؤثر برای مدیریت و هدایت روابط و شبکههای غیررسمی در سازمانهای دولتی فراهم سازد.
