چکیده

آموزش و بهسازی منابع انسانی یکی از حیاتی ترین سرمایه گذاری‌ها است زیرا مهارت، دانش، شایستگی ها، نگرش‌ها و رفتار کارکنان را افزایش می‌دهد. هدف این پژوهش طراحی مدل آسیب‌شناسی نظام آموزشی و بهسازی منابع انسانی مبتنی بر رویکرد فراترکیب می¬باشد. این پژوهش براساس هدف، کاربردی –توسعه¬ای است و ازلحاظ گردآوری داده¬ها با توجه به ماهیت پژوهش، از روش کیفی فراترکیب با رویکرد هفت مرحله‌ای سندلوسکی و باروسو(2003)، استفاده شده است. کلیه اسناد علمی یافت شده در بین سال¬های2010 تا 2023 به تعداد 177 سند علمی، جامعه پژوهش حاضر را شکل می¬دهند که در 8 پایگاه خارجی و 3 پایگاه داخلی یافت شده¬اند. 30 سند علمی پس از واکاوی عناوین، چکیده و محتوا، گزینش و تحلیل شدند. بـرای تجزیه وتحلیل و تركیب داده¬ها و گزارش نتیجة نهایی فراتركیب نیز، روش تحلیل مضمون استفاده شده است. درمجموع بر اساس مطالعه پژوهش‌های پیشین، کدهای استخراج‌شده در یک الگوی فرایندی پنج ‌مرحله‌ای، نیازسنجی برنامه آموزش و بهسازی(عدم شفافیت در ارزیابی¬ نیازها، آسیب¬های برنامه¬ریزی و حمایتی، آسیب¬های تطابق و انعطاف¬پذیری)؛ سیاستگذاری و رهبری آموزشی (عوامل برنامه ریزی و توسعه منابع انسانی، عوامل مالی و سرمایه گذاری، عوامل فرهنگی و انگیزشی، عوامل مدیریتی و رهبری)؛ اجرای برنامه آموزشی و بهسازی (آسیب¬های حمایتی و فرهنگی، تعارض و ناهماهنگی، آسیب¬های تکنیکی و استمرار در آموزش، آسیب¬های ساختاری و زیرساختی)؛ طراحی برنامه آموزش و بهسازی (آسیب¬های انگیزشی و توسعه فردی، آسیب¬های ارتباطی و پشتیبانی، آسیب¬های طراحی و ساختاری)؛ و ارزشیابی برنامه آموزش و بهسازی (عوامل فرهنگی و ارتباطی در فرایند ارزیابی، ارزیابی و تحلیل اثربخشی آموزش) قرار گرفتند.
