Abstract

The aim of this study was to examine the effect of career plateauing on organizational silence among employees of the Ministry of Sports and Youth, considering the mediating role of organizational justice. The present research employed a descriptive-correlational design, with data collected through a field study using questionnaires. The statistical population included all employees of the Ministry of Sports and Youth, totaling 900 individuals. Based on Krejcie and Morgan’s (1970) table, a sample of 269 employees was selected using the cluster random sampling method. Data were gathered using standardized questionnaires: the Career Plateauing Questionnaire by Milliman (1992), the Organizational Silence Questionnaire by Vakola and Bouradas (2005), and the Organizational Justice Questionnaire by Niehoff and Moorman (1993). The face and content validity of the questionnaires were confirmed by the research supervisor, and their reliability was assessed using Cronbach’s alpha, yielding values of 0.87 for career plateauing, 0.81 for organizational silence, and 0.91 for organizational justice. Structural equation modeling was employed for data analysis. All calculations were performed using PLS and SPSS software. The results indicated that career plateauing significantly affects both organizational silence and organizational justice, explaining 44.88% of the variance in organizational silence and 56.55% of the variance in organizational justice. Additionally, organizational justice mediates the causal relationship between career plateauing and organizational silence among employees of the Ministry of Sports and Youth.
