Abstract

This study aims to examine the relationship between value enhancement and the effectiveness of roles and responsibilities with the realization of sustainable development in Qeshm Island. This research employed a quantitative survey approach. The statistical population consisted of government and local officials, social elites, and residents of Qeshm Island, from which 384 participants were selected using stratified sampling. Data were collected using the standardized “Good Governance” questionnaire developed by Moghimi and Ramazan (2011), which includes six components and 35 Likert-scale items. Data analysis was conducted using SPSS through descriptive statistics, Pearson correlation test, and multiple linear regression. The results revealed a significant positive correlation between value enhancement and sustainable development (r=0.750, p<0.001), as well as between role effectiveness and sustainable development (r=0.720, p<0.001). Regression analysis indicated that both predictors significantly contributed to explaining sustainable development, with value enhancement playing a stronger predictive role. The findings underscore the importance of strengthening ethical values and improving the structure of institutional roles and responsibilities in fostering sustainable development in Qeshm Island. Achieving sustainability in this context requires concurrent attention to both ethical and institutional dimensions in policymaking and strategic planning.
