چالش‌های شایسته‌سالاری مدیران در ایران از منظر توسعه حکمرانی

چکیده

تجربه‌های تاریخی نشان می‌دهد که ترقی و تعالی هر جامعه‌ای وابسته به شایسته‌سالاری و تصدی شایستگان و نخبگان در امور آن است. شایسته‌سالاری به عنوان یکی از اصول اساسی حکمرانی، نقش مهمی در تحقق توسعه و تعالی جامعه دارد. این پژوهش به منظور تحلیل چالش‌های مربوط به شایسته‌سالاری مدیران در ایران از دیدگاه حکمرانی خوب صورت پذیرفته است. این پژوهش با استفاده از روش فراتحلیل انجام شده است. در این روش، مقالات، پایان‌نامه‌ها و گزارش‌های علمی مرتبط با موضوع شایسته‌سالاری و حکمرانی خوب در ایران جمع‌آوری و تحلیل شده‌اند. چالش‌های حکمرانی خوب در ایران مربوط به موانع اجرایی حاکمیت قانون، موانع پاسخگویی مدیران، موانع عدالت محوری، موانع مشارکت شهروندان. برخی از چالش های شایسته‌سالاری در ایران عبارتند از: سیاست‌زدگی، سوء مدیریت، و فرهنگ راهبردی نادرست می باشند. این موانع به دو دسته عوامل برون‌سازمانی و عوامل درون ‌سازمانی تقسیم می‌شوند. تجزیه و تحلیل داده‌ها نشان داد که با وجود تأکید قانون اساسی جمهوری اسلامی ایران بر مؤلفه‌های شایسته‌سالاری و حکمرانی خوب، این مفاهیم به‌طور عملیاتی اجرا نشده‌اند. این مطالعه به شناسایی چالش‌های مرتبط با شایسته‌سالاری و حکمرانی خوب در ایران می‌پردازد و به اهمیت اصلاحات در ساختار مدیریتی و فرهنگی کشور تأکید می‌کند. تصمیم‌گیرندگان به‌جای انتخاب افراد شایسته، افرادی را برمی‌گزینند که بتوانند رضایت همه را جلب کنند و الزام‌های اجتماعی و قومی را رعایت کنند. این مسئله نشان‌دهنده عدم تحقق عملی شایسته‌سالاری در نظام مدیریتی ایران است. در نهایت، نیاز به اصلاحات جدی در ساختار مدیریتی و فرهنگی کشور برای تحقق شایسته‌سالاری و حکمرانی خوب در نظام مدیریتی ایران پیشنهاد می‌شود.
