تدوین الگوی مشارکت انتخاباتی شهروندان مبتنی بر روش کیفی و ظرفیتهای شبکههای اجتماعی

پژوهش حاضر با هدف طراحی و تبیین الگوی مشارکت انتخاباتی شهروندان با تأکید بر ظرفیتها، فرصتها و چالشهای شبکههای اجتماعی و شناسایی سازوکارهای مؤثر بر شکلگیری و تقویت کنش انتخاباتی در بستر زیست دیجیتال انجام شد. این پژوهش از نظر هدف کاربردی و از نظر رویکرد، کیفی بود و با استفاده از نظریه دادهبنیاد و رویکرد نظاممند اشتراوس و کوربین انجام شد. مشارکتکنندگان شامل ۱۰ نفر از خبرگان حوزههای علوم سیاسی، جامعهشناسی، ارتباطات، مدیریت رسانه، فناوری اطلاعات، روانشناسی اجتماعی و سیاستگذاری عمومی بودند که با نمونهگیری هدفمند و نظری تا دستیابی به اشباع نظری انتخاب شدند. دادهها با استفاده از مصاحبههای نیمهساختاریافته گردآوری و همزمان با فرایند گردآوری تحلیل شدند. تحلیل دادهها طی سه مرحله کدگذاری باز، محوری و انتخابی صورت گرفت و در مرحله محوری، مقولهها در چارچوب شرایط علّی، شرایط زمینهای، شرایط مداخلهگر، راهبردها، پیامدها و مقوله محوری سازماندهی شدند. تحلیل دادهها به استخراج ۳۵ شاخص اصلی و ۱۱۸ شاخص فرعی منجر شد. یافتههای تحلیلی نشان داد مشارکت انتخاباتی در شبکههای اجتماعی حاصل تعامل میان جابهجایی کانون مواجهه با سیاست از رسانههای رسمی به پلتفرمهای دیجیتال، بازتعریف هویت سیاسی، احساس عاملیت، پیوند مسائل روزمره و تجربه زیسته با سیاست، سواد رسانهای ـ سیاسی، معماری پلتفرمها و ساختار اعتماد است. در مقابل، قطبیسازی، اتاقهای پژواک، آلودگی اطلاعاتی و اخبار جعلی، محدودیتهای حقوقی و فنی و فشار شناختی و هیجانی میتوانند کیفیت مشارکت را تضعیف کنند. شبکههای اجتماعی از طریق گسترش دسترسی به اطلاعات، تعامل سیاسی، بازاندیشی در ترجیحات و بسیج اجتماعی ظرفیت افزایش مشارکت را دارند، اما در شرایط ضعف حکمرانی رسانهای میتوانند بیاعتمادی و مشارکت واکنشی را نیز تشدید کنند. مشارکت انتخاباتی در عصر دیجیتال پدیدهای چندبعدی و شبکهمحور است که صرفاً با میزان استفاده از شبکههای اجتماعی تبیین نمیشود، بلکه کیفیت تعامل، سواد رسانهای، اعتماد، ویژگیهای پلتفرمی و شرایط نهادی در شکلگیری آن نقش دارند؛ بنابراین، بهرهگیری از ظرفیت شبکههای اجتماعی برای تقویت مشارکت انتخاباتی مستلزم رویکردی متوازن است که همزمان فرصتهای ارتباطی و بسیجگر آنها و مخاطرات اطلاعاتی، قطبیساز و اعتمادزدا را در نظر گیرد.
