Identification of Dimensions and Components of Human Resource Development in Non-Governmental Organizations

Abstract

The objective of this study is to identify the dimensions and components of human resource development in non-governmental organizations. The present research follows a qualitative methodology based on the meta-synthesis approach. The statistical population consisted of experts and specialists in non-governmental organizations. A total of 15 experts with the highest level of experience related to the research topic were selected through a purposive judgmental sampling method. Data collection was conducted through in-depth semi-structured interviews. To ensure data credibility, criteria such as credibility (or trustworthiness), member checking, data source triangulation, negative case analysis, and transferability were employed. For data analysis, the three-stage coding method—open coding, axial coding, and selective coding—was applied. Furthermore, to determine the components and dimensions of human resource development, the fuzzy Delphi method and Interpretive Structural Modeling (ISM) were used to identify internal relationships among variables. The findings revealed the identification of 78 indicators, 11 components, and 3 main dimensions, including individual, organizational, and environmental dimensions. Moreover, the results from Interpretive Structural Modeling indicated that individual dimensions ranked at the first level, while organizational and environmental dimensions occupied the second and third levels, respectively. It can be concluded that human resource development in non-governmental organizations is primarily influenced by individual dimensions, followed by organizational and environmental dimensions. Therefore, policymakers should place greater emphasis on the personal and individual characteristics of human resources.
