Designing a Model of People-Centered Islamic Governance Policies with Emphasis on the Martyr Soleimani School: A Sustainable Development Approach to the Administrative System

This study aimed to design a model of people-centered Islamic governance policies based on the principles and teachings associated with the Martyr Qassem Soleimani School to contribute to the sustainable development of the administrative system. This study adopted a qualitative approach using thematic analysis. Research data were collected through library-based examination of texts, speeches, notes, interviews, documents, and previous studies addressing Islamic governance, Islamic and Qur’anic teachings, and the Martyr Soleimani School. The thematic analysis was conducted through three broad stages: textual analysis, interpretation and explanation, and synthesis and integration. These stages involved familiarization with the data, generation of initial codes, identification and organization of themes, development and analysis of the thematic network, and preparation of the final thematic structure. The identified categories were additionally presented to 10 experts to assess their relevance to the research objective and enhance the credibility of the proposed model. The thematic analysis yielded five overarching categories constituting the proposed model of people-centered Islamic governance. Psychological management comprised self-knowledge, self-evaluation, self-control, self-belief, and thinking ability. Physical management encompassed physical activity, personal grooming, and physical health. Behavioral-personality management consisted of internal characteristics and communication characteristics. Spiritual-belief management incorporated spiritual-belief attitudes and spiritual-belief behaviors, while self-learning management comprised personal and professional development. The thematic relationships further indicated that effective people-centered governance and sustainable administrative development require the simultaneous cultivation of managers’ psychological, behavioral, communicative, spiritual, physical, and continuous-learning capacities. The proposed model indicates that people-centered Islamic governance within the Martyr Soleimani School extends beyond formal administrative structures and depends substantially on self-management, ethical and spiritual development, behavioral and interpersonal competencies, and continuous personal and professional development. Integrating these dimensions can therefore provide a conceptual framework for formulating governance policies aimed at strengthening the sustainable development of the administrative system.
