Designing a Policy-Making Model for Managerial Succession in Governance Aligned with the Second Step of the Islamic Revolution’s Statement

The purpose of this study is to design a comprehensive policy-making model for managerial succession aligned with the governance principles of the Second Step of the Islamic Revolution’s Statement, providing a localized framework for developing capable and visionary future managers. This qualitative and developmental study used Glaser’s grounded theory approach. Data were collected through semi-structured interviews with 15 experts, university professors, and senior national managers selected via purposive and theoretical sampling. Data analysis was performed through open, axial, and selective coding using MAXQDA software. The quality and trustworthiness of the research were ensured through grounded theory validation criteria. A total of 161 final open codes were identified and categorized into six core dimensions: necessity of policy structures, managerial succession, policy-making strategies, contextual factors, intervening conditions, and outcomes. The results highlighted that personal characteristics such as faith, integrity, courage, and justice, along with professional competencies like decision-making, planning, and crisis management, are essential for successful succession planning in governance structures. The proposed model indicates that managerial succession at the level of the Second Step Declaration is not merely a replacement process but a multidimensional policy system for leadership development, evaluation, and governance continuity. By emphasizing ethical values, individual competencies, and alignment with the Declaration’s principles, this model contributes to effective governance and the realization of the Islamic civilization’s long-term vision.
