Validation of the Institutionalization Model of Total Quality Management in SAMA Schools of Hormozgan Province

Abstract

This study aimed to validate the institutionalization model of Total Quality Management (TQM) in SAMA schools of Hormozgan Province. This quantitative study employed a descriptive-survey design. The statistical population consisted of all 353 educational staff, including principals and teachers, working in SAMA schools of Hormozgan Province. Using a census approach, questionnaires were distributed to the entire population, of which 182 complete and usable questionnaires were ultimately collected. Data were obtained using a researcher-developed questionnaire based on the SAMA Excellence-Oriented Pentagonal Model (SAMA-PEM), encompassing eight major components of TQM institutionalization. Construct validity was assessed through confirmatory factor analysis, whereas reliability was evaluated using Cronbach’s alpha and composite reliability. Factor analysis and structural equation modeling were employed for data analysis. All item factor loadings exceeded 0.50, and all corresponding t-statistics were greater than 1.96, confirming statistically significant relationships between the observed indicators and their respective latent constructs. All eight structural paths were positive and statistically significant (β=0.60–0.78, t>1.96, p<0.001). The strongest relationship was observed between Smart Participation and Networking and Holistic Development (β=0.78, t=8.50), followed by the effect of Quality Governance on Human Resource Management (β=0.75, t=8.20). The goodness-of-fit indices, including χ²/df=2.45, RMSEA=0.062, GFI=0.915, AGFI=0.900, CFI=0.942, SRMR=0.065, and NFI=0.905, demonstrated an acceptable and robust fit of the proposed structural model. The SAMA-PEM demonstrated satisfactory measurement and structural validity for explaining the institutionalization of TQM in SAMA schools of Hormozgan Province. The findings indicate that quality governance, human resource management, infrastructure development, evaluation, motivational systems, and process re-engineering operate interactively through participation and networking to facilitate holistic student development and the sustainable institutionalization of a quality-oriented culture.
