Pathology of the education system and human resources improvement based on a meta-synthesis approach

Training and improvement of human resources is one of the most vital investments because it increases the skills, knowledge, competencies, attitudes and behavior of employees. The aim of this research is to design a pathology model of the educational system and improvement of human resources based on the meta-synthesis approach. This research is applied-developmental in terms of its purpose and in terms of data collection, considering the nature of the research, the qualitative meta-synthesis method with the seven-stage approach of Sandelowski and Barroso (2003) was used. All scientific documents found between 2010 and 2023, a total of 177 scientific documents, form the current research community, which were found in 8 foreign and 3 domestic databases. 30 scientific documents were selected and analyzed after analyzing the titles, abstracts and content. The content analysis method was also used to analyze and combine the data and report the final result of the meta-synthesis. In total, based on the study of previous research, the extracted codes were placed in a five-step process model: needs assessment of the training and improvement program (lack of transparency in needs assessment, planning and support damages, adaptation and flexibility damages); educational policy-making and leadership (human resource planning and development factors, financial and investment factors, cultural and motivational factors, management and leadership factors); implementation of the training and improvement program (supportive and cultural damages, conflict and inconsistency, technical and continuity damages in education, structural and infrastructural damages); design of the training and improvement program (motivational and personal development damages, communication and support damages, design and structural damages); and evaluation of the training and improvement program (cultural and communication factors in the process of evaluating, assessing, and analyzing the effectiveness of education).
