Systematic pathology of technology transfer and oil industry development in Iran.

The oil industry in Iran, as one of the country's infrastructure industries and as one of the main sources of government revenue, plays a key role in the development and progress of the country. Given the strategic position of this industry, the need for self-sufficiency in it has been the focus of policymakers in recent years, especially after the economic sanctions imposed on the country. Therefore, technology transfer in this area has become an inevitable goal. This article attempts to address the pathology of technology transfer in the oil industry. In this regard, the challenges of technology transfer have been evaluated and analyzed by studying articles, gray sources, and interviews with experts. The research findings provide a picture of the current technology transfer environment in the oil industry. Issues such as inadequacies in the structure of technology transfer contracts, disagreements between officials and managers regarding technology transfer, weakness in skilled human resources, dominance of the traditional approach to technology transfer and development, weakness in the intellectual property system of technology, lack of sufficient incentives in technology transfer companies, weakness in absorption capacity, lack of sufficient government support, lack of technology transfer infrastructure, technology transfer environment, exploitation-based model, lack of development of technology strategies, and lack of a comprehensive view of the topic of technology management in the oil industry have been identified as the main challenges in this field.
