Planning Cultural Content to Raise Awareness of Women's Issues and Developing a Production Model in Iraqi Satellite Channels

Abstract

This study aimed to identify the components and dimensions of a model for cultural content production and planning to enhance awareness of women's issues in Iraqi satellite channels. The research followed a qualitative and exploratory strategy, employing grounded theory using the systematic approach of Strauss and Corbin. Data were collected through semi-structured in-depth interviews. The qualitative sample consisted of 15 individuals, including managers, activists, experts, and researchers in the field of media and women's cultural issues, as well as producers and program managers from Iraqi satellite channels during the 2023–2024 period. Participants were selected using purposive sampling. The findings were analyzed and categorized through three coding stages: open, axial, and selective coding. Based on the results, a model comprising six main axial codes was developed: causal conditions (media governance challenges, media transformation in representing women’s identity); contextual conditions (the prevailing context of cultural content production); intervening conditions (extra-managerial limitations in producing cultural content); strategies (media capacity-building, organizing cultural content production on women's issues); consequences (transformation of media policies in support of women's issues, deepening public awareness about women’s issues); and the core category (media policymaking for the promotion of awareness of women’s issues). The results of this study, by presenting a model for producing and planning cultural content aimed at raising awareness of women's issues in Iraqi satellite channels, can facilitate policymaking and the realization of the goals of culturally produced media content in Iraq. It may also assist legislative and executive institutions in optimizing the use of Iraqi satellite channels to advance overarching cultural, social, and national objectives.
